HEEHRA (High-Efficiency Electric Home Rebate Act) offers the largest upfront rebate for heat pumps, based on household income as a percentage of Area Median Income (AMI).

These rebates are issued directly through BWP and can stack with federal tax credits.
Glendale Water & Power Heat Pump Rebates
Glendale offers different rebates depending on whether you are replacing a heat pump or replacing a gas furnace + AC.
If Replacing an Existing Heat Pump:
- $500 per ton, up to $2,500
- Issued as a bill credit
If Replacing a Gas System (Electrification Upgrade):
- $1,000 per ton, up to $5,000
- Issued as a bill credit
This is one of the most generous city-specific incentives in LA County.
HPP (Heat Pump Program for SCE Customers)
This rebate applies only in certain qualifying SCE territories.
Current HPP Incentives
- $667 per ton if replacing gas
- $424 per ton if replacing electric
