HEEHRA Heat Pump Rebate in Los Angeles: Currently Closed (Waitlist Only)
Status as of October 2026: California's single-family HEEHRA funds have been fully reserved statewide since February 24, 2026. TECH Clean California is no longer accepting new income verifications for single-family projects, and reservation requests are being waitlisted. The federal 25C tax credit for heat pumps has also ended: it does not apply to equipment installed after December 31, 2025.
Heat Pump HVAC Replacement Cost Tool
Los Angeles homeowners can still plan an energy-efficient heat pump upgrade while HEEHRA is closed. The Home Electrification and Appliance Rebate (HEEHRA) program is funded by the federal Inflation Reduction Act and, in California, delivered through TECH Clean California. It is income-based and is designed to lower the upfront cost of heat pump HVAC systems for qualified households.
HEEHRA Heat Pump Rebate Amounts (As Listed by the Program)
If funding reopens, the program lists these amounts for heat pump HVAC systems:
- Up to $8,000: households under 80% of Area Median Income (AMI)
- Up to $4,000: households between 80% and 150% of AMI
- Over 150% of AMI: not eligible
Amounts, rules, and availability are set by the program and can change.
Who May Qualify for HEEHRA?
- Homeowners living in a single-family home, condo, mobile, or manufactured home in California
- Landlords renting to an income-qualified household
How to Check Your Income Eligibility

- Eligibility Express: for households that already receive Medi-Cal or CalFresh (SNAP), have tax forms available, and do not need translation support
- Eligibility Support Tool: for households that do not receive Medi-Cal or CalFresh, do not have tax documents, or need translation help
Other HEEHRA Rebates (If Funding Reopens)
Besides heat pump HVAC, the program has also listed rebates for heat pump water heaters, electric cooktops, ovens and ranges, and heat pump clothes dryers. Availability follows the same funding status.
What Heat Pump Systems Have Qualified?
Under the program's published requirements, the heat pump must:
- Provide both heating and cooling
- Be two-speed or variable-speed
- Be ENERGY STAR certified

Rebates You Can Look at Today
While HEEHRA is closed, these utility heat pump rebates are accepting applications as of October 2026. LADWP, Burbank Water & Power, and Glendale Water & Power each have their own heat pump programs, with amounts and rules that differ by utility:
- LADWP Consumer Rebate Program: $1,000 to $1,250 per ton for ducted heat pumps and $1,500 to $2,500 per ton for ductless mini-splits, depending on efficiency. The homeowner applies after installation, within 12 months of purchase, with the AHRI certificate, the final approved permit and the paid itemized invoice.
- Burbank Water and Power Electrify: $1,000 per ton, up to $2,500 for most homes and up to $5,000 for income-qualified customers, when the heat pump replaces gas equipment.
- Glendale Water & Power: $1,000 per ton, up to $5,000, when a heat pump replaces a gas furnace or an existing gas and electric HVAC system, and $500 per ton, up to $2,500, when it replaces an existing heat pump.

Planning Ahead
Per TECH Clean California, waitlisted projects are only eligible for a HEEHRA rebate if the heat pump is installed after the reservation is approved. Confirm the rules with the program before you sign anything. A free estimate lets you plan equipment, sizing, and cost in the meantime. Installer documents such as the AHRI certificate, permit sign-off, and invoice are typically needed for rebate claims.
